Cabinet Testing Returns to Capital Testing

A New Partnership with The Kitchen Cabinet Manufacturers Association

Capital Testing has partnered with the Kitchen Cabinet Manufacturers Association to present a full suite of cabinet tests as a part of their certification program. The tests detailed in the ANSI/KCMA A161.1 standard cover a full range of performance assessments to verify the quality and performance of a cabinet, some of which are summarized below.

Cabinet shelves and bottoms are tested with both static and impact loading. Drawers are impact tested in both the bottom of the drawer and in a closing impact. Drawer operational durability is tested with an automated cycler which opens and closes the drawer 25,000 times while under load.

Cabinet doors are similarly assessed for operational durability with 25,000 automated open-close cycles. Doors and their hinges are also tested by hanging weights on the open door as well as applying an impact to the face of the door while it is both open and closed.

The cabinet finish is tested for heat resistance, cold check resistance, chemical resistance, as well as detergent and water resistance.

Each of these tests are designed to replicate a specific disruption or condition a cabinet may encounter while in service in a home kitchen. Together, they encompass a wide breadth of wear and tear such an installation may face in the home.

Capital Testing Launches New Certification Program For Waste and Laundry Containers

Capital Testing is pleased to announce the launch of our new accredited certification program for waste, rubbish, and laundry containers manufactured from low peak rate of heat release materials. The use of low-heat-release materials in waste bins and laundry containers is specified in several safety standards and fire codes, including the International Fire Code (IFC), NFPA Fire Code (NFPA 1), NFPA Life Safety Code (NFPA 101), NFPA Standard for Fixed Guideway and Transit Systems (NFPA 130), and even state-specific codes like the North Carolina Fire Protection Code (2018 NCFC Section 304.4). In general, these codes and standards require such products to be made of entirely noncombustible materials, or of materials that meet a peak rate of heat release not exceeding 300 kW/m ² when tested in accordance with the ASTM E1354 cone calorimeter test at an incident heat flux of 50 kW/ ² in the horizontal orientation. Since many of these products are made of combustible plastic, manufacturers typically need to comply with these peak rate of heat release requirements.

Recent revisions to the IFC highlight the growing concerns about the impact these products can have on fire safety. In the 2024 IFC, Section 304 Combustible Waste Materials was revised to extend the above low-heat-release requirement to the following products and applications:

-high-capacity (>40 gallon) waste bins;

-dumpsters;

-waste and linen containers used in health care facilities; and

-waste containers used in dormitories and colleges

The newly-created Appendix O in the 2024 IFC also includes a non-mandatory reference to this requirement for waste bins used for valet trash and recycling collection services in apartment complexes and other multifamily housing units.

Certification also simplifies the verification process when a code official, fire marshal, or specifier requests proof of compliance.

Health Canada Publishes Proposed Amendments to CANFER

On June 17th, Health Canada published Regulations Amending the Formaldehyde Emissions from Composite Wood Products Regulations in Canada Gazette, Part I. The amendments are open for public comment until August 31st, 2023. These amendments serve to resolve several lingering issues from the original Regulations, including:

1.) QC test requirements: QC testing carried out routinely in production mills do not need to be accredited to ISO/IEC 17025. The amendments clarify that only the primary testing (i.e. initial qualification testing and quarterly testing) needs to performed by an accredited laboratory.

2.) Recordkeeping: the requirements for maintaining Declarations of Certification (DoC's) throughout the supply chain were revised to clarify these requirements for manufacturers, importers and sellers of component parts and finished goods.

a.) Manufacturers of component parts and finished goods can now create an "attestation" document that includes the entity's address and contact information, and the third party certifier (TPC) information for each DoC received with panels incorporated into these products. These manufacturers must still retain copies of all DoC's they receive, as well as the attestation(s) they create, but they do not need to provide them to importers or sellers .

b.) Importers and sellers of component parts and finished goods no longer need to receive and retain copies of all DoC's for the component parts and finished goods they import or sell, respectively; instead, they must receive and retain the attestations mentioned above. This removes some of the burdensome recordkeeping and supply chain confidentiality issues associated with the original requirements, which mandated they retain (and in the case of importers, pass along) all products' DoC's throughout the supply chain.

3.) Notice of non-compliant lots: The time period required to notify customers of a non-complying lot was revised from 48 hours to 72 hours to align with TSCA Title VI.

Other minor amendments were made as well, and are worth reviewing if you are in any way impacted by CANFER. ALERT: CARB to Stop Processing NAF/ULEF Executive Orders after July 14th, 2023 (UPDATED 7/17/2023)

The California Air Resources Board (CARB) will officially stop processing No-Added Formaldehyde (NAF) and Ultra Low-Emitting Formaldehyde (ULEF) Executive Order (E.O., also referred to as "exemption") applications as of July 31st, 2023 . All applications received prior to this date will be processed.

Historically, CARB has been the primary issuer of new/renewed/amended E.O.'s, and has listed them all in a single, conveniently-located list on their website. CARB-issued E.O.'s have the added benefit of being accepted under the more recent federal regulation governing composite wood product formaldehyde emissions, U.S. EPA TSCA Title VI. TSCA Title VI allows NAF/ULEF exemptions to also be issued by EPA-recognized third party certifiers (TPC's), but certified manufacturers have typically defaulted to using CARB for this service since they do not charge a fee, and many manufacturers had to use them prior to TSCA Title VI going into effect. With CARB no longer processing NAF/ULEF applications, TPC's like Capital Testing will become the only approved providers of these exemptions.

With this news comes several questions and concerns:

1.) The TSCA Title VI regulatory language provides little guidance to TPC's on how to process these applications. Additionally, there are discrepancies in what application information is required under CARB vs TSCA Title VI. While CARB indicates they will accept TPC-issued exemptions, this all creates the potential for 33 TPC's to have 33 different applications and application processing procedures, exemption certificates, locations where exemptions are available online (if at all), etc. This lack of standardization could lead to inconsistent application reviews and significant confusion in the marketplace. UPDATED 7/17/2023: EPA has updated the NAF/ULEF section of their FAQ for regulated stakeholders h ere to address several questions regarding the TPC's NAF/ULEF application review and approval process. CARB will also provide NAF/ULEF application review instructions to TPC's prior to the July 31st deadline.

2.) Resin information confidentiality: Currently, CARB is the single entity receiving confidential resin information from dozens of resin suppliers as a requirement of the exemption application process. Now, these suppliers may need to supply this information to up to 33 different entities. This is a substantial confidentiality risk for these suppliers, and potentially for the TPC’s. UPDATED 6/15/2023: EPA indicates they do not expect TPC's to review confidential resin information as part of the NAF/ULEF exemption process. TSCA Title VI only requires identifying the resin system used by the panel manufacturer (e.g. UF, PVA). UPDATED 7/17/2023: CARB indicates they also will not require TPC's to review confidential resin information, however the resin's status as a NAF/ULEF resin will need to be verified with CARB. CARB is working to establish a protocol for this prior to the July 31st deadline.

3.) TPC's willing to issue these exemptions will be taking on substantial liability: they may be handling a significant amount of confidential resin information, and will now be attesting to EPA that every exemption is valid and has been processed appropriately. UPDATED 6/15/2023: EPA indicates they do not expect TPC's to review confidential resin information as part of the NAF/ULEF exemption process. UPDATED 7/17/2023: CARB also indicates this will not be necessary. The liability issue regarding confidential resin information is currently resolved.

Capital Testing is in directly communication with CARB and EPA regarding these concerns. TPC's and manufacturers will surely have others in the coming weeks as well. We will update this post with additional comments and answers as we receive them.

Once these issues have been resolved and the path forward becomes clear, Capital Testing does intend to offer NAF/ULEF exemption services. For an update on our current status, or if you have any questions on how this change impacts your business, contact Josh Hosen .

CARB ATCM 93120 and U.S. EPA TSCA Title VI background

In 2009, the California Air Resources Board (CARB), implemented a formaldehyde emissions regulation that limited the emissions of hardwood plywood, particleboard, and medium density fiberboard (MDF) panels manufactured in or sold into California. This regulation is known as CARB ATCM 93120, and was used as a template for the TSCA Title VI federal regulation implemented by the U.S. EPA in 2018. Both regulations require manufacturers of the products listed above to be third-party certified by a CARB-approved/EPA-recognized TPC, which requires regular emissions testing and mill inspections. Both regulations also allow these manufacturers to eventually apply for NAF/ULEF exemption (depending on the type of adhesive used to produce their products), which exempts them from some or all certification requirements.

TSCA Title VI Laminated Producer Exemption and CANFER: Are You Ready for the Next Big Shift in Composite Wood Product Formaldehyde Emissions Regulations?

The scope of composite wood product manufacturers requiring formaldehyde emissions certification is about to drastically change.

U.S. EPA TSCA TITLE VI

In 2019, the U.S. EPA TSCA Title VI Formaldehyde Emissions Standards for Composite Wood Products regulation went into effect which required all hardwood plywood, particleboard, and MDF manufacturers producing and/or selling panels in the United States to become "TSCA Title VI Certified." As an EPA-recognized third-party certifier (TPC), Capital Testing supports these manufacturers by certifying them under our Formaldehyde Emissions Certification Program . The program’s core certification requirements come directly from TSCA Title VI, which mandates regular quality control and third-party emissions testing, robust recordkeeping and labeling, and quarterly on-site inspections.

LAMINATED PRODUCT PRODUCERS

Under TSCA Title VI, “Laminated Product Producers” are entities that affix a wood or woody grass veneer to a composite wood substrate (i.e. particleboard, MDF, or veneer core), and then use that product to make a component part or finished good. ¹ Manufacturers of consumer wood products like engineered wood flooring, kitchen and bath cabinets, furniture, architectural panels, and many others could be considered "Laminated Product Producers" depending on the details of their production process. These entities are currently exempt from the TSCA Title VI certification requirement, but this will soon change: beginning March 22, 2024, Laminated Product Producers that use a formaldehyde-containing adhesive (other than phenol formaldehyde) to apply veneer to a substrate will be considered hardwood plywood producers and must be certified accordingly.

You may be wondering why we are writing about this now, almost 2 years before the March 2024 implementation date. Consider this: when TSCA Title VI was written, EPA asserted there were an estimated 7,000 to 14,000 Laminated Product Producers in the U.S. alone. ² There are currently only 32 EPA-recognized TPC’s around the world. Laminated Product Producers who wait too long to pursue certification may find themselves at the back of a very long line in 2023 and 2024. We therefore highly encourage Laminated Product Producers to contact us at experts@capitaltesting.org to learn about their TSCA requirements before the end of the year.

C ANADIAN FORMALDEHYDE EMISSIONS FROM COMPOSITE WOOD PRODUCTS REGULATIONS (CANFER)

Another major change to the formaldehyde emissions regulatory landscape is the upcoming implementation of the Canadian formaldehyde emissions Regulations (CANFER) on January 7th, 2023. Capital Testing previously wrote about CANFER, and how it is similar but not quite identical to TSCA Title VI. While CANFER allows some reciprocity with TSCA Title VI, there are several unique requirements your company should be aware of if you make or sell composite wood products in Canada.

Capital Testing assembled the following lists of critical CANFER requirements for international and Canadian entities. This is not an exhaustive list, so we highly encourage you to review the Regulations yourself and contact us if you have any questions. Links to the regulatory language and a CANFER stakeholder webinar held by Health Canada are included below for your reference.

Canadian, U.S., and International Hardwood Plywood, Particleboard, and Medium Density Fiberboard Manufacturers

1.) If you are TSCA Title VI Certified, you do not require any additional testing or inspections. If you are not certified, you must certify to either TSCA Title VI or CANFER by January 7th, 2023 . Contact us at experts@capitaltesting.org to request a quote for certification.

2.) Create a “Declaration of Certification” as outlined in Section 19(1)(a) and 19(2) of CANFER. Capital Testing has been in direct contact with Health Canada regarding this requirement. Contact us to learn what we know!

3.) Update product labeling to include TSCA Title VI certification statement in English and French as follows: “TSCA Title VI certified / certifié conformément au titre VI de la TSCA”

Canadian Manufacturers ONLY

4.) Keep records as outlined in Section 26 of CANFER for a period of 5 years

5.) Report to the Canadian Minister of the Environment and Climate Change as outlined in Section 31 of CANFER with the following information, in writing, within 60 days of CANFER coming into effect ( by March 8th, 2023 ):

a. Name, civic and postal addresses, telephone number and, if any, email address as well as name of its contact person.

b. Statement of whether you manufacturer, import, sell, or offer for sale composite wood panels, laminated products, component parts, or finished goods. NOTE : make sure to list ALL activities in which your company engages.

6.) If a non-compliant lot occurs, notify all customers and the Canadian Minister of Environment and Climate Change within 2 days of being made aware of it. See Section 16 of CANFER for details on handling non-complying lots.

Upcoming Formaldehyde Emissions Requirements

Engineered wood flooring producers that apply a wood veneer “wear layer” to a plywood or MDF platform are considered “laminated product producers” and “fabricators” under the U.S. EPA TSCA Title VI formaldehyde emissions regulation for composite wood products. As a result, they haven’t needed to test or certify their products for formaldehyde emissions since the regulation went into effect in 2019. This may change soon, as the so-called “laminator exemption” expires on March 22 ^nd , 2024. Now is the time to review your production process and determine if you need to be certified as a hardwood plywood manufacturer before the 2024 deadline.

What will replace Russian Birch plywood? Evaluate new plywood suppliers at Capital Testing

Russian birch plywood, also known as Baltic birch plywood, is a high-end product commonly used as a substrate in the engineered wood flooring, hardwood plywood, furniture, and kitchen cabinet industries. Due to the sanctions imposed on Russian products, this material is no longer readily available across the US and Canada. We understand manufacturers are working quickly to identify alternatives. Capital Testing is here to help.

Flame Spread Testing Requirements for Flooring Products

As Written In Section 804 of the International Building Code

The flame spread requirements for flooring products are defined in Section 804, Interior Floor Finish , of the International Building Code (IBC). State and local building codes in the United States use the IBC as a foundation, but most jurisdictions have accepted amended versions of the IBC. Verify all requirements with the Authority Having Jurisdiction (AHJ).

Interior floor finish is defined by the International Building Code as the exposed floor surfaces of buildings including coverings applied over a finished floor or stair, including risers.

Exceptions are listed for "floor finishes and coverings of a traditional type, such as wood, vinyl, linoleum or terrazzo, and resilient floor covering materials that are not comprised of fibers." Check with the local authority having jurisdiction (AHJ) to ensure your product is covered by an exception before deciding to forgo testing.

Test Methods Specified in Section 804

ASTM E648 / NFPA 253

ASTM E648 and NFPA 253 are specified in Section 804 for the classification of interior floor finish and floor covering materials. The methods are considered to be technically equivalent to one another, but they are issued by different standards organizations so some differences may be present. Capital Testing is ISO 17025 accredited to conduct ASTM E648 and NFPA 253 testing so testing can be conducted in accordance with whichever method is preferred. Both test methods are used to determine the critical radiant flux of a given material. The critical radiant flux is defined as the level of incident radiant heat energy on a floor covering system at the most distant point where the flame will extinguish itself. Critical radiant flux is reported as W/cm².

DOC FF-1 "Pill Test" (CPSC 16 CFR 1630) / ASTM D2859

Section 804 of the International Building Code is unclear regarding the applicability and use of the pill test, but the method is intended for testing carpet and rug materials (textile floor coverings). The method is not commonly used to test hard surfaces like laminate floors, engineered wood floors or hardwood flooring materials. CPSC 16 CFR 1630 and ASTM D2859 are considered to be technically equivalent standards. CPSC 16 CFR 1631 is another similar pill test variant that is intended specifically for small carpets and rugs which has no dimension greater than 1.83 m (6 ft.) and an area not greater than 2.23 m² (24 sq. ft.). DOC FF-1 (CPSC 16 CFR 1630) and ASTM D2859 are aptly referred to as the "pill test" because the material is exposed to a lit methenamine pill which is placed in the center of the test sample. Flame spread is monitored during the test to see how far the flame travels from the center point where the pill is placed.

Performance Criteria

Performance Criteria for ASTM E648/NFPA 253

There is no performance criteria specified in ASTM E648 or NFPA 253. Performance requirements are described in NFPA 101 and Section 804 of the IBC.

Floor finish and floor covering classifications as defined in the IBC:

Class I - Products with a critical radiant flux greater than or equal to 0.45 W/cm²

Class II - Products with a critical radiant flux between 0.22 W/cm² and 0.44 W/cm²

Performance Criteria for DOC FF-1 "Pill Test" (CPSC 16 CFR 1630) / ASTM D2859

A single test specimen has passed the test if the charred portion of the tested specimen does not extend to within 25 ± 0.5 mm (1.0 in.) of the edge of the hole in the steel frame at any point. The hole in the steel frame is 8 inches in diameter and the ignition point is located in the center of the 8 inch hole.

The textile floor covering material has passed the test if 7 of the 8 test specimens have met the requirements listed above.

Capital Testing Added to the Newest Edition of the FAA's Aircraft Materials Fire Test Handbook

The newest edition of the Federal Aviation Administration's (FAA) Aircraft Materials Fire Test Handbook has just been issued and Capital Testing and Certification Services had been added as a laboratory offering fire testing services. Capital Testing is listed as a laboratory actively using fire test procedures in Appendix F of the handbook.

Capital Testing is listed for the following procedures:

Chapter 1 - Vertical Bunsen Burner Test for Cabin and Cargo Compartment Materials
Chapter 3 - Horizontal Bunsen Burner Test for Cabin, Cargo Compartment, and Miscellaneous Materials
Chapter 6 - Smoke Test for Cabin Materials
Chapter 19 - Smoke Test for Insulated Aircraft Wire

The test methods that are described in the Aircraft Materials Fire Test Handbook are similar to the the test methods that are described in 14 CFR Part 25 Appendix F, but the handbook is updated on a more regular basis than the federal regulation. Testing in accordance with the handbook or the federal regulation are both accepted methods of proving compliance to the FAA. These test methods are most commonly conducted to prove compliance to FAR 25.853, FAR 25.855 and FAR 25.859, however, the methods are also called out in other transportation related regulations, such as the Department of Transportation's (DOT) document Docket 90A.

Capital Testing Approved as a Certification Body for the State of California Building Materials Listing Program

Approval Status Updated

Capital Testing has long been an approved testing organization for the California State Fire Marshal's (SFM) Building Materials Listing Program (BML). Previously, the laboratory was listed under the name Hardwood Plywood and Veneer Association as a Type B1 organization. B1 organizations are qualified and equipped to conduct designated tests and examinations but do not conduct factory inspections.

At the end of January, Capital Testing's classification was updated to a type A1 organization which is qualified and equipped to conduct designated tests and examinations while having a recognized labeling and factory inspection program for specific products. The update in classification allows Capital Testing to certify and approve building materials using the ASTM E84 test method, a commonly used method for evaluating the flame spread and smoke development of building materials.

The Office of the State Fire Marshal's (SFM) Building Materials Listing Program (BML) was originally created to mandate that all fire alarm systems and fire alarm devices be approved and listed by the State Fire Marshal prior to sale or marketing within the state. The program later was expanded to include many other materials such as: roof coverings, fire resistive wall and ceiling-floor assemblies, wall finish materials, fire and non-fire related hardware, insulating products, fire doors, fire dampers, electrical appliances and devices. Each product approval and listing is based upon an evaluation of test results that include an analysis of required product performance and reliability features. All companies that want to list products in California must have those products tested by a SFM accredited laboratory.

Canada Publishes Composite Wood Formaldehyde Emissions Regulation

Canada To begin regulating formaldehyde emissions on January 7th, 2023.

T he Canadian Government published its Formaldehyde Emissions from Composite Wood Products Regulations in the Canada Gazette, Part II ¹ on July 7, 2021, meaning these Regulations will take effect 18 months after this date (January 2023). The Regulations’ requirements are very similar to the U.S. EPA TSCA Title VI ² formaldehyde emissions regulation implemented in 2017.

The Canadian Regulations maintain the same formaldehyde emission limits set in TSCA Title VI, and apply to the same composite wood products, laminated products, and finished goods covered under the U.S. regulation. Both regulations share essentially identical test protocols and frequencies, and both include a requirement for third party certification, although they differ in how they convey the specifics. Canada’s Regulations do not include an intricate third-party certification framework like in TSCA Title VI, opting instead to provide a separate guidance document outlining the role of certifiers. ³ The particulars of the Canadian Regulations’ testing protocols are also outlined in a separate Directive. ⁴

Instances where Canada’s Regulations differ from the U.S. include:

1.) Record Retention Period: 5-year requirement, compared to the U.S.’s 3-year requirement.

2.) TSCA Labeling: TSCA compliance statement must be in English and French: “TSCA Title VI compliant / conforme au titre VI de la TSCA” or “TSCA Title VI certified / certifié conformément au titre VI de la TSCA”

3.) Reporting: Manufacturers and importers of composite wood products, laminated products, component parts, and finished goods have specific reporting requirements to Canada’s Minister of Environment

4.) Laminated Products: Certification requirements for laminated product producers take effect January 7, 2028, compared to the U.S.’s March 22, 2024. After this date, laminated product producers who use a formaldehyde-containing adhesive (other than phenol formaldehyde) must be certified as hardwood plywood manufacturers.

While there are several differences in the regulations, Canada is allowing some reciprocity with TSCA Title VI: TSCA-certified manufacturers do not need to also certify to the Canadian Regulations. Manufacturers may produce a “declaration of certification” for their products as long as they can demonstrate TSCA Title VI certification. Additionally, as long as their product’s TSCA compliance statement is presented in English and French, no additional labeling is required. TSCA-certified manufacturers should still familiarize themselves with the Canadian Regulations, as they are ultimately responsible for complying with the differences in recordkeeping, labeling, and reporting as noted above.

APA PS 1-19 Heat Performance Test for Structural Plywood

New Test Method Now Available - APA Heat Performace Test PS 1-19 Section 6.1.3.4

Capital Testing is now offering heat performance testing for structural plywood in accordance with the Engineered Wood Association (APA) standard PS 1-19, Section 6.1.3.4.

The PS 1-19 standard is a voluntary product standard that is used to assess the performance of structural plywood panels. The heat performance test involves exposing plywood samples to a 1472 °F - 1652 °F flame from a Bunsen-type burner for a period of 10 minutes or until a brown charred area appears on the backside of the panel. After the flame is extinguished, the bond lines on the panel are examined for signs of delamination by separating the charred plies using a sharp chisel.

The heat performance requirements for structural plywood are described in Section 5.7.2.1 of PS 1-19. Exterior plywood panels meet the requirements in Section 5.7.2.1 if there are no signs of delamination, except when occurring at a localized characteristic (knots, splits, cracks, etc.) permitted in the grade. When testing overlaid plywood, blisters or bubbles occurring in the surface are not considered delamination.

Two New Editions of ASTM E662 - Find Out What Has Changed in 2021

ASTM E662-21 and ASTM E662-21a Updates

There have been two new editions of ASTM E662, Standard Test Method for Specific Optical Density of Smoke Generated by Solid Materials , released in 2021. The new revisions to the standard are designated ASTM E662-21 and ASTM E662-21a. The changes to the test method are explained in the post below.

ASTM E662-21

ASTM E662-21 was published in April 2021. The new edition replaced ASTM E662-19. The changes in ASTM E662-21 addressed the light source that is used in the smoke density chamber's photometer system. The goal of this change was to increase the uniformity of the light source across all chambers that are used to conduct ASTM E662 smoke density testing. ASTM E662-21a

Another revised edition of the standard, ASTM E662-21a, was published soon after the release of ASTM E662-21. The 21a version of the standard was released in June 2021 and replaced the short-lived ASTM E662-21. This new edition made some editorial changes to the way that millimeter measurements are written in the standard (e.g. 6.4-mm changed to 6.4 mm). Its also introduced some new changes to specimen preparation procedures contained in Section 8, Test Specimens .

Section 8.3.2.3 was previously applicable to paints, adhesives or similar finish materials that were intended to be applied over a combustible substrate, but only in situations where there was no known "normal substrate or core." The applicability of this section has changed in the new edition of ASTM E662 and it is now applicable to "veneers that are not rigid or semi-rigid sheet materials." Paints, adhesive and similar finish materials have been removed from this section entirely so the language in Section 8.3.2.3 is no longer applicable to products in those categories.

The requirements for the standard hardboard substrate that is specified in Section 8.3.2.3 were also updated in the 21a version of ASTM E662. The previous hardboard requirements specified a hardboard with a density of 50 to 60 lb/ft³. The new requirements specify that the tempered hardboard instead conforms to ANSI/AHA A135.4 "Basic Hardboard" with no mention of density. The 1/4" thickness of the hardboard remains consistent across both versions of the standard. Note 4 was also added with further details about the new hardboard substrate. The image below shows the changes that were made highlighted in green and the language that was removed highlighted in pink.

Section 8.3.2.4 (above) is applicable to paints, adhesives and similar finish materials without a normal substrate or core. Previously this section was only applicable to paints, adhesive and similar finish materials that were intended to be applied to noncombustible substrate materials. That distinction is no longer included in this section of ASTM E662 so the applicability of this mounting method has been widened to include all paints, adhesive and similar finish materials regardless of whether they are intended to be applied to a combustible or non-combustible substrate. The image above shows the changes that were made highlighted in green and the language that was removed highlighted in pink.

NOTE: The changes to Section 8.3.2.3 and 8.3.2.4 are only applicable to products where there is no normally used substrate or core and these sections are meant to be used for screening purposes only. Products with a known substrate or core should be prepared using the known substrate or core material.

Examples:

A veneer product intended to be applied over 5/8" particle board should be tested over 5/8" particle board, not 1/4" hardboard as described in Section 8.3.2.3.
A veneer product that could potentially be applied to particle board, MDF and plywood can be tested over 1/4" hardboard as described in Section 8.3.2.3. The veneer product in this scenario should be retested in the future after the underlying substrate has been selected.
A coating that is intended to be applied over 16 gauge steel should be tested on 16 gauge steel, not the 1/4" cement board described in Section 8.3.2.4.
A coating that could be applied to multiple substrates (metal, plastic, wood, etc.) can be tested on 1/4" cement board as described in Section 8.3.2.4. Additional testing should be conducted when the underlying substrate becomes known.

ISO 5660-1, ASTM F1515, and ANSI/HPVA HP-1 Cyclic Boil Shear Testing Added to Capital Testing's Scope of Accreditation

NEWLY Accredited Test Methods in the Fire and Physical Testing Laboratory

Capital Testing is proud to announce that three new test methods have been added under our ISO 17025 scope of accreditation. The newly added methods include:

ISO 5660-1 : Reaction-to-fire tests — Heat release, smoke production and mass loss rate — Part 1: Heat release rate (cone calorimeter method) and smoke production rate (dynamic measurement)
ASTM F1515: Standard Test Method for Measuring Light Stability of Resilient Flooring by Color Change
ANSI/HPVA HP-1, Section 4.4: Cyclic-Boil Shear Test

ISO 5660-1 is a popular cone calorimeter test method that is similar to ASTM E1354. ISO 5660-1 specifies a method for assessing the heat release rate and dynamic smoke production rate of specimens exposed in the horizontal orientation to controlled levels of irradiance with an external igniter. The heat release rate is determined by measurement of the oxygen consumption derived from the oxygen concentration and the flow rate in the combustion product stream. The time to ignition (sustained flaming) is also measured in this test.

In ISO 5660-1 the dynamic smoke production rate is calculated from measurement of the attenuation of a laser light beam by the combustion product stream. Smoke obscuration is recorded for the entire test, regardless of whether the specimen is flaming or not.

ASTM F1515 is a xenon arc test method that covers a procedure for determining the resistance of resilient floor coverings to color change from exposure to light over a specified period of time. Specimens are exposed continuously at a controlled temperature and humidity to a properly filtered xenon-arc radiant-energy source. The filters selected are used to simulate indoor exposure conditions behind window glass. Xenon arc testing can be used to test a product's long-term durability or it can be used help to formulate a new product.

Section 4.4 of ANSI/HPVA HP-1 specifies a cyclic boil shear test for hardwood plywood panels. The plywood specimens are boiled in water for 4 hours and then dried for 20 hours at a temperature of 63 ± 3 °C (145 ± 5 °F) with sufficient air circulation to lower the moisture content of the specimens to a maximum of 12 percent of the oven dry weight. The plywood specimens are then boiled again for 4 hours, cooled in water, and then subjected while wet to the shear test that is described in Section 4.3 of ANSI/HPVA HP-1.

New Upgrades to Fire Testing Equipment and Expanded Testing Capabilities

Automatic Flame controls improve Fire testing capabilities and open up the door to FAA approval

The vertical flammability chamber, at Capital Testing, has been upgraded with a new automatic flame control system and a new ASTM D6413 compliant burner setup. The new flame control system will ensure that the flame is applied to the material that is being tested for the exact amount of time that is prescribed within test specifications. The ASTM D6413 compliant burner shortens the distance between the gas shut-off valve and the burner to reduce the amount of time that it takes for the burner flame to extinguish.

The horizontal flammability chamber was upgraded with a brand new piece of equipment. The new horizontal flammability chamber also contains automatic flame controls that will turn off the burner after a set amount of time. The horizontal flammability chamber is able to run FMVSS302 and CMVSS302 for testing materials that are used in automotive interiors and it is able to run the horizontal flammability test that is contained in FAR 25.853.

Capital Testing plans to utilize the new upgrades to expand it's scope of accreditation and to seek FAA approval for the horizontal and vertical flammability tests in FAR 25.853.

Capital Testing® team recently hosted the International Code Council (ICC) and the Korea Fire Institute (KFI) during KFI's visit to the U.S. KFI toured our 10,000-square-foot testing and certification facility, and were very interested to learn about our extensive fire testing capabilities. New EPA Formaldehyde Emission Rules Begin; HUD aligns with EPA

As of March 22nd, 2019, composite wood products (CWPs) offered for sale in the U.S. must now be labeled TSCA Title VI compliant. Any seller, supplier, manufacturer, or importer of CWPs (or component parts/finished goods made with CWPs, such as flooring or kitchen cabinets) must ensure these products are third-party certified to TSCA Title VI before offering them for sale in the U.S.

Also on March 22nd, the Department of Housing and Urban Development (HUD) issued its long-awaited rulemaking to align its manufactured housing formaldehyde standards with TSCA Title VI. HUD proposes to remove certain aspects of their current manufactured housing formaldehyde standards requirements that are not addressed by TSCA, including provisions for a health notice to be posted in every manufactured home, testing of post-treatment panels after certification, and testing of certain plywood materials . The proposed rulemaking is available for review here . The public comment period is open until April 22nd, 2019.

Hard Work Results In Clarification of EPA Formaldehyde Rule

The EPA has issued a draft proposed rule with technical amendments to TSCA Title VI to make it easier for companies to demonstrate that they meet the EPA standard.

HPVA Laboratories® (soon to become Capital Testing®) has been a driving force for the proposed changes. These changes include:

Removing annual correlations between a third-party certifier's chamber and each mill's quality control chamber
Allowing equivalence on similar size or model chambers at the third-party certifier and mill
Averaging emission test results from quarterly testing
Establishing testing emission ranges
Allowing equivalence if the mill uses the third-party certifier to conduct all tests
Updating correlational coefficients and R-value alternatives
Updating the notice of exceeding the quality control limit
Updating NAF and ULEF exemption testing requirements
Updating to the ISO 17025-2017 and 17011-2017 voluntary consensus standard
Changing the text in non-complying lot provisions
Clarifying that labels on compliant products are required at point of entry in the U.S.
Clarifying the June 1, 2018 manufactured-by date, following the court ruling in 2017

Capital Testing, an ISO/IEC 17065 accredited product certification agency, has updated American OEM Wood Floors' ANSI/Capital Testing EF Engineered Wood Flooring certification to include their new engineered wood flooring product made with an HDF core. American OEM demonstrated its commitment to quality control by showing that this product complies with the requirements of the ANSI/Capital Testing EF 2012 standard. The Latest Changes to TSCA Title VI Certification: Key Compliance Deadlines

As of June 1, if you manufacture hardwood plywood or laminate panel products with veneer, you are required to have formaldehyde emissions certification from a third-party certifier approved by CARB and recognized by EPA.

Compliance deadlines:

· June 1: Must be CARB Phase II or EPA TSCA Title VI certified to manufacture composite wood products in the U.S.

· March 22, 2019: All manufacturers must be EPA TSCA Title VI certified

For those who make laminated products, it's more complicated. You must be certified if you:

· Laminate a panel product with wood veneer

· Sell that product as a panel, and

· Don't sell finished goods or components to consumers

It's not worth the risk:

· Civil penalties of up to $37,500 per day

· Criminal penalties of up to $50,000 per day
