Established in 1954, Capital Testing and Certification Services (formerly HPVA Laboratories) is a leader in providing testing and certification services to a wide range of customers, from transportation and building products manufacturers to the U.S. military. Our dedicated, professional staff has years of combined expertise in engineering, fire science, and wood science. From our headquarters in Sterling, VA, near Washington, DC, we offer third party accredited testing, inspection, and certification services that help you to meet state and federal regulatory requirements as they relate to formaldehyde emissions, flame spread performance, and a variety of physical properties. 

We work closely with our clients to serve their individual needs and provide science-based reports and recommendations. These accreditations give our customers confidence that each of these services are verified against the most stringent international requirements for certification, testing, and inspection.

As a U.S. EPA-recognized third party certifier to TSCA Title VI 40 CFR Part 770 Formaldehyde Standards for Composite Wood Products and the CARB 93120 ATCM, we have extensive experience certifying products for compliance with state and federal regulations.
